September 23, 2025—America’s Communications Association (ACA Connects) submitted comments this week regarding the Federal Communications Commission’s (FCC) work to accelerate wireline broadband deployment by removing barriers to infrastructure investment.
“ACA Connects thanks the FCC for working to streamline the pole attachment process. Expensive and unnecessary delays are hindering new deployments and network upgrades for customers, especially in rural America,” said Grant Spellmeyer, President and CEO of America’s Communications Association. “We continue to urge the Commission to promote fair agreements between pole attachers and owners and provide the right incentives for projects to be completed on time and within budget.”

“Steady improvements to the pole attachment rules in recent years have moved the process in this direction. Commission policy can make a difference in our Members’ negotiations with utilities, and these negotiations often determine whether, how quickly, and how expansively our Members can deploy high-speed broadband to their communities. Additional reforms to streamline and rationalize the pole attachment process are therefore warranted. By the same token, the Commission should reject efforts by utilities to advance policies that further solidify their bargaining power or impose additional and unwarranted burdens on our Members and other attachers.”
