With the news that Federal Communications Commission (FCC) Chair Brendan Carr pulled all items from “circulation,” the proposal to ban bulk billing arrangements is officially canceled.
It means that residents in places like apartment buildings, condos, and affordable housing units can continue reaping the benefits of these arrangements—reduced rates, better services, and more broadband.

Here’s a look back at ACA Connects’ advocacy on why bulk billing is a win-win for the American people and small and independent broadband providers:
- ACA Connects called FCC Chair Rosenworcel’s proposal “misguided” and sounded the alarm that a ban on bulk billing would “raise prices on tenants.” (March 20, 2024)
- ACA Connects partnered with EducationSuperHighway, a national nonprofit aimed at closing the broadband affordability gap, to advocate for residents who benefit from bulk billing arrangements. (April 2024)
- ACA Connects and several members met directly with officials at the FCC. (June 2024)
- In the July 2024 issue of Independent Communications News (ICN), ACA Connects laid out the facts on bulk billing and detailed its advocacy campaign to help Members protect these arrangements.
- ACA Connects helped form a new coalition, the Bulk Billing Alliance, to educate the public and policymakers on the important benefits of bulk billing arrangements for broadband and cable TV services. (July 23, 2024)
- ACA Connects worked with a bipartisan group of Members of Congress to send letters to the FCC expressing support for bulk billing arrangements and the cost-savings they provide their constituents.
- At The Independent Show (TIS) 2024, ACA Connects led a widely-attended session with policy experts and Members to discuss the importance of bulk billing arrangements. (August 2024)
