The State of New York has enacted a law requiring fixed broadband providers to offer $15 or $20 broadband service to qualifying low-income households, and several States are considering similar laws of their own. Some lawmakers may view rate regulation as a cost-free way to promote broadband affordability, but these laws will undermine their own goals by impeding investment, new entry and competition. And, smaller providers and their communities will be most severely harmed.
